Purpose: Decide What Each Area Is For
What a space is for decides how much defending it is worth. Get that order wrong and you spend the money in the wrong place.

Every published landscape design sequence puts plant selection near the end. NC State's runs base plan, site survey, activities, bubble diagrams, design, install, with plants at step five of six. Missouri's is the same shape.
Gardening where deer live makes that ordering load-bearing rather than tidy. What a space is for decides how much defending it is worth, and the answer changes what you plant, where you plant it, and whether you should be buying fence instead of plants at all.
The question that actually decides everything
Not "what is deer resistant". That comes later. First: what happens in this space, and what would it mean to lose it?
A mixed border that looks a bit chewed in March is a garden having a normal year. A cutting garden that looks a bit chewed is a cutting garden that failed, because the entire product is intact stems. Same damage, different verdict, and it should lead to a different budget.
Minnesota Extension gives the number that settles this:
A 50 percent reduction in deer browse is very successful; a 30 percent reduction is a more likely result.
Thirty per cent is a perfectly good outcome for a shrub border. It is worthless for a vegetable bed or a cut-flower row. If the purpose of a space cannot survive losing a third of it, no repellent programme will save it and you should stop shopping for sprays.
Fence height is a step, not a slope
If a space does justify a barrier, the height data is unusually clean. Wild-caught white-tailed deer, tested against progressively taller fences, were deterred:

Eight feet is not a round number someone picked: 2.4 m is where deterrence reached 100%, and it is the standard height at captive deer facilities for that reason. Going from five feet to six buys fourteen points. Going from six to seven buys seventy-one. That is why a six-foot fence is the most common expensive mistake in this subject: it costs most of what a real fence costs and lands on the flat part of the curve.
One honest caveat. Those were motivated deer being tested on their ability to clear a barrier in a containment setting, not deer idly deciding whether your garden is worth the effort. Read it as the ceiling of what deer can do, not as what they will do on a Tuesday.
The arithmetic that argues for small
Perimeter does not scale with area, and once you see the numbers the usual instinct inverts.
The linear feet to enclose a square plot is just geometry: 5 acres needs about 1,868 ft of fence, 100 acres about 8,348 ft. Twenty times the area for about four and a half times the fence.
Read forwards, that says big enclosures are efficient. Read backwards, which is what a gardener is actually doing, it says something more useful: a small enclosure is cheap in absolute money and expensive per square foot protected. You are paying a lot per unit of ground.
Which is fine, as long as the ground is worth it. That is the whole argument for fencing the vegetable bed rather than the boundary, and it only works if you have decided which ground is worth it first. The full costing is in what a deer fence costs.
The 50-inch exclosure
The most useful single fact for small spaces: Minnesota Extension records micro-exclosures of 8 by 16 feet excluding deer at only 50 inches. That is a documented outcome at a small footprint, not a general minimum -- see how tall a deer fence needs to be for what governs the number.
Fifty inches is barely above waist height. Penn State gives 8 feet as the minimum for woven wire protecting larger areas.
The difference is not the deer. It is the geometry. A deer will not jump into a space it cannot see a landing in, and a small enclosure with anything around it does not read as a place to land. That is the same principle behind double fencing, and it is available to anyone with four posts and a weekend.
Whatever the height, the ground line matters independently. Deer crawl through gaps as small as six inches, and going under costs an animal nothing.
Zones fall out of purpose
Landscape design already teaches three zones: the public area at the front, the private living area usually behind the house, and the screened service area. The deer version maps risk onto zones gardeners are taught to draw anyway.
The Rutgers rating scale is doing zoning work whether or not anyone says so. Its own instruction is that plants in the bottom two tiers should only be planted with additional protection. That sentence is a rule about where a plant is allowed, not just whether to buy it. Occasionally and Frequently Damaged plants belong where you can defend them, which usually means close in.
The advice to plant treasures near the house, and the study that complicates it
Extension guidance says plainly: keep high-preference plants like hostas, tulips and arborvitae away from property edges, and put them near the house or inside fencing.
That is published guidance rather than a measured result, and one measurement makes it less comfortable than it sounds. GPS collars on 51 white-tailed deer across five Maryland parks, logging hourly for over a year, found deer bedding within 50 metres of residential properties. Female core ranges contained an average of 71 residential properties; male ranges 129. The deer avoided residential areas by day and moved into them at night, particularly in winter.
Suburban deer are not visiting your garden from somewhere else. They live there. "Near the house" buys you daytime human activity, which is real, and it does not buy you a deer-free zone at three in the morning.
So treat proximity as one factor among several rather than as protection in itself. What actually protects Zone 1 is that it is small enough to fence, close enough to notice damage early, and cheap enough to spray on a schedule you will keep.
Purpose has a season
Deer damage peaks in early spring, when fat reserves are at their lowest, and repellents are least reliable in exactly that window.
That makes purpose a seasonal question too. A bed whose entire point is spring bulbs is asking for protection at the hardest time of year to provide it, and the answer is either daffodils rather than tulips, or a fence, rather than a spray schedule that is fighting the calendar.
Applying it
Before choosing a single plant:
- Name what the space is for, and what failure looks like.
- Decide whether losing 30 per cent of it is survivable. If not, budget a barrier rather than a bottle.
- Fence the smallest area that contains the thing you actually care about.
- If you are fencing, go past seven feet or accept that you are buying partial protection.
- Put the plants you would most hate to lose where you can defend and inspect them, without believing proximity alone defends them.
