Hot Pepper and Capsaicin Repellents
Capsaicin does affect deer. Most products carry so little of it that the manufacturer's own label tells you to multiply the rate a hundredfold.

Capsaicin is the compound that makes chilli peppers hot, and it genuinely works on deer. The problem with hot pepper repellents is almost never the active ingredient. It is how little of it is in the bottle.
Why it affects deer and not birds
Capsaicin binds TRPV1, a receptor on mammalian sensory nerve endings that normally reports burning heat. A deer chewing a treated leaf gets a pain signal, not a flavour.
Birds do not. The chicken version of the receptor still responds to real heat and to acid, but not to capsaicin, and the difference comes down to essentially one amino acid in the receptor. That alanine is shared by ducks, ostriches and hummingbirds, so the insensitivity goes back a long way in the bird lineage.
This is why chilli-treated birdseed keeps squirrels off a feeder while the birds carry on eating, and it is a genuine mechanism rather than a marketing story. It also means capsaicin is a mammal deterrent in general. Rabbits and voles feel it too.
At its labelled rate, it did nothing
In 1994, Andelt, Burnham and Baker tested three dilutions of a capsaicin animal repellent on tame captive mule deer using apple twigs.
At the dilution then labelled for deer, consumption did not differ from the tap-water control. The deer ate it as though nothing had been applied. Only at a dilution one hundred times stronger did consumption drop.
The most striking thing is what happened next. That finding is now on the label. The current registered label for the same product gives a base rate, and then says that to increase effectiveness, especially against deer and elk, you should use the 10X rate or the 100X rate, and it spells out both in fluid ounces per hundred gallons.
The manufacturer is telling you, in the approved label text, that the ordinary rate is not enough for deer.
Consumer hot pepper wax is far weaker still
Two EPA-registered labels, side by side:

That is roughly a fourteen-thousand-fold difference in product concentration, before the hot pepper wax is diluted with water. And the concentrate is already far below the rate that performed no better than water on mule deer.
The same hot pepper wax formulation is sold as an insect repellent at an identical declared concentration. Whatever it is doing, it was not formulated around a deer dose.
The USDA verdict, and the reason for it
In the largest head-to-head pen trial, twenty commercial repellents were tested on captive black-tailed deer browsing western red cedar over a winter and a spring. Fear-inducing repellents beat pain, taste and conditioned-avoidance products. Eight of the nine best performers over the first eleven weeks gave off sulphurous odours. One capsaicin product ranked mid-pack; another failed to protect seedlings in the spring test.
The authors are explicit that this is a dosing failure rather than a failure of the idea:
Most likely, current repellents that depend on pain to induce avoidance are ineffective because concentrations are too low.
That sentence is the whole article. Capsaicin is not a weak principle badly applied to deer. It is a sound principle sold at a strength that cannot deliver it.
It only works after the first bite
Capsaicin is a taste and contact repellent. It has low volatility, so there is very little vapour for a deer to smell from across a bed. Nothing happens until an animal puts the plant in its mouth.
Extension guidance is blunt about the consequence: because a number of deer may try the treated plant before learning, substantial damage can occur.
On a hedge that matters little. On six hostas it matters enormously, because six is all you have. Scent-based products like egg sprays prevent the first bite. Capsaicin prevents the second.
The wax is a sticker, not the active
Capsaicin has no rain-fastness of its own. That is what the wax carrier is for: emulsified paraffin holding the active on the leaf.
The professional route is the same idea, unbundled. The Miller label directs you to tank-mix a separate film former, either an anti-transpirant for dormant winter applications or a sticker once edible parts are present. Both are pine-resin polymers, and one of them may not be tank-mixed with the product in Washington State, which is the sort of detail worth reading a label for.
Maryland Extension credits capsaicin and castor oil products with up to thirty days depending on rainfall, against one to three months or more for putrescent egg, blood and thiram products.
What it is genuinely best at
Two things, and they are real.
Edibles. Maryland's table lists capsaicin products as usable on food crops. That separates it from most of the category. Predator urine products are registered for non-food use only, with no food tolerance established. If you need to treat something you intend to eat, capsaicin is one of the few options that is cleared for it. Observe the pre-harvest interval on the label, and wash the produce, because capsaicin does not rinse off easily and that is the entire point of it.
Rotation. Because it works by pain rather than smell, alternating capsaicin with an odour repellent forces a deer to habituate to two unrelated signals at once. That is much harder than habituating to either alone, and it is the strongest argument for keeping a capsaicin product on the shelf.
Applying it so it can work
- Buy on declared concentration, not on the words on the front. The number is on the label and it varies by four orders of magnitude across this category.
- Read the rate instructions to the end. If the label offers a higher rate for deer, the base rate is not the deer rate.
- Spray to runoff, including leaf undersides, up to about six feet.
- Above 40°F, on a windless day, with several dry hours after so it can set. Wax binds poorly in cold.
- Reapply on new growth. Nothing you sprayed last month is on the leaf that opened this week.
- Wear eye protection. Capsaicin drifting back on a breeze is genuinely painful, and this is the one repellent that can hurt the person applying it.
The winter problem
Wax binds worst in cold weather, and deer pressure peaks in late winter when natural forage runs out. The tool is weakest exactly when the damage happens.
That is not a reason to skip it in summer. It is a reason not to plan a winter around it. For February, use fencing or trunk guards, and treat every spray on this site as a growing-season measure. Electric fencing is the cheapest barrier that works year round.
The mule deer work above used captive animals, and the twenty-product screen used black-tailed deer. Applying either directly to white-tailed deer in the east is an inference rather than a measurement, though the receptor biology is the same across all three.
